     8  therecordinourcasedisclosesnoevidencethattheconstructionofa j  houseofworshiponthepropertyintheA-2zoningdistrictis c  integrallyrelatedtounderlyingreligiousbeliefsoftheChurch.... \
     Whatisimportantisthattherecordcontainsnoevidencethat U  buildingachurchorbuildingachurchontheparticularsiteis N  intimatelyrelatedtothereligioustenetsofthechurch.Atmost,the G recorddisclosestheChurchspreferenceistoconstructitshouseof @ worshipuponitsland.9   Id.at82425(emphasisadded).Weconcludedwiththeunequivocaldeclaration +{ that [a]churchhasnoconstitutionalrighttobefreefromreasonablezoning m regulationsnordoesachurchhaveaconstitutionalrighttobuilditshouseof _ worshipwhereitpleases.Id.at826.Itwasofnoconsequencethatthezoning Q regulationsatissuehadtheincidentaleffectofmakingthechurchsexerciseof C religionmoreexpensivebecauseitwascompelledtobuildelsewhereinthe  5 county.Id.at825. "'   Inacaseparticularlyappositetoouranalysishere,weheldthata rulethat $ ! isdiscriminatorilymotivatedandappliedisnotaneutralruleofgeneral & "# applicability.AxsonFlynn,356F.3dat1294.InAxsonFlynn,aMormon (#% studentenrolledinastateuniversitysactortrainingprogrambroughta1983 *%' suitallegingthatherfreespeechandfreeexerciserightswereviolatedwhenshe  wasrequiredtouttercertainoffensivewordswhileperformingascript,#DcD1W#cDDԀindirect  contraventiontoherreligiousbeliefs.Id.at128081.Wereversedthedistrict  courtssummaryjudgmentinfavoroftheuniversity,holdingtherewasagenuine   issueofmaterialfactastowhetherthescriptadherencerequirementviolatedthe x
